8:31-46
The king of Israel (Solomon) was 'assigning' functions to the temple he had built for his Lord. He plead for peace, justice, for water and food, and for independence.
He had positioned his pleas in such a manner as this,
10:1-13
The Lord of Israel doesn't seem to have any influence on the lands outside of Israel. The foreigners were overwhelmed by the country's wealth and prosperity, but it seems to have never occurred to the Israelite that the foreigners could also be under the power of a same ruling God.

...when your people Israel have been (in wars, under famine, kept captive, etc.)...because they have sinned against you, and when they turn back to you and confess your name, praying and making supplication to you in this temple, then hear from heaven and forgive...
